Terms of Service
Last updated October 25, 2026
These Terms of Service ("Terms") are an agreement between you and Valor Innovation Management & Consulting, doing business as GovProposal Pro ("GovProposal Pro", "we", "us") covering your use of GovProposalPro, including govproposalpro.com, access.govproposalpro.com, the Command Center at /app and any related tools (the "Service"). By creating an account or using the Service you agree to these Terms. If you use the Service for a business, you agree to them on behalf of that business.
1. Who can use the Service
You must be at least 18 and able to form a binding contract. Access is for people who have purchased a GovProposalPro plan (Core Edition or Enterprise Edition) through our checkout provider, Whop, or who were given access by us. Your account is personal: keep your password private, do not share your login, and tell us right away if you think someone else has used it.
2. Plans, billing and cancellation
- Purchases, renewals, refunds and cancellations are handled through Whop under the price and terms shown at checkout. Refunds follow the policy stated on the product you bought.
- Monthly plans. A monthly edition plan (for example $199 a month for Core Edition or $999 a month for Enterprise Edition) renews and is charged every month until you cancel. You can cancel anytime in Whop. Access continues to the end of the month you paid for. When that membership ends, including because a payment fails and is not resolved, access to the Service ends with it.
- Pay-in-full editions. If you bought an edition outright with a one-time payment, you keep access to that edition if your monthly access (maintenance) plan is later cancelled or lapses. The monthly access plan covers hosting, support, updates and your monthly proposal allowance while it is active.
- Refunds. If a purchase is refunded, access bought with it ends.
- Each plan includes a monthly number of AI-generated proposals (10 for Core Edition, 50 for Enterprise Edition) and daily fair-use limits on other AI and data tools. Unused allowances do not roll over. Work the GovCon Autopilot does on your own API keys does not count toward that allowance.
- We may change plan features or prices for future billing periods. Changes do not apply to a period you have already paid for.
3. What the Service does, and what it does not
GovProposalPro helps you research, price, write and manage bids for government contracts. It uses artificial intelligence and public data sources, including SAM.gov and the Federal Register.
- You are responsible for everything you submit. AI output can be incomplete or wrong. Review every proposal, price, certification, form and agreement before you use it, and confirm all requirements against the solicitation and its amendments.
- Not legal, tax or accounting advice. Templates such as NDAs, teaming agreements, FOIA letters and vouchers are starting drafts. Have a qualified professional review them before you sign or submit.
- No guarantee of awards. We do not promise that you will win any contract, pass any evaluation or receive any payment. Contract wins shown on our site are reported by members and are not a prediction of your results.
- Not a government service. GovProposalPro is not affiliated with or endorsed by SAM.gov, GSA, the SBA, DoD or any government agency.
- Compliance tools (Go/No-Go, CMMC Level 1, subcontracting limits, Compliance Pulse) are aids. Accurate representations and certifications to the government are your responsibility.
- Not a business opportunity. GovProposalPro is software. It surfaces public opportunities and helps you prepare bids. We do not provide you with customers, contracts, accounts or locations, and we do not buy back anything you produce.
- Market prices are estimates. Price suggestions and market checks are built from public award data, vendor replies and your own settings. They may be out of date, incomplete or wrong for your bid. You set and are responsible for every price you submit.
Results described anywhere on our site, including member wins and calculators, are not typical and are not a promise of income. See our Earnings Disclaimer.
3A. GovCon Autopilot, your API keys and your mailbox
Enterprise Edition's GovCon Autopilot works on your behalf using credentials you choose to give it: your SAM.gov API key, your Anthropic (Claude) API key and, if you connect it, an email account and app password (together, "Your Credentials").
- Your accounts, your terms, your charges. Your Credentials belong to accounts you hold with SAM.gov, Anthropic and your email provider, under those providers' own terms. You are solely responsible for all usage, fees and charges on those accounts, including AI usage the Autopilot incurs when you run it, and for setting any spending limits your providers offer.
- How we protect them. We encrypt Your Credentials at rest, use them only to perform the tasks you start, and never show them again in the app after you save them. You can replace or remove them at any time.
- No liability for leaks, misuse or charges. No system is perfectly secure. To the fullest extent allowed by law, we are not responsible for any loss, charge, suspension, misuse or other harm resulting from Your Credentials being exposed, stolen, leaked or misused, whether through your device, your email provider, a third-party provider, a breach of our systems or any other cause, or from any action a provider takes on your account. If you believe a credential has been exposed, revoke or rotate it with the provider immediately and tell us.
- Emails sent for you. If you turn on automatic quote requests, the Autopilot sends emails to vendors from your mailbox in your name. You are the sender of those messages and are responsible for their content and for complying with anti-spam and other applicable laws.
- You review and submit. The Autopilot does not submit bids to any government buyer. You are responsible for reviewing, changing and deciding whether to submit every proposal and price it prepares.
4. Your content
You keep ownership of everything you upload or enter, including solicitations, company documents, past proposals, pricing and profile information ("Your Content"), and of the proposals and documents the Service generates for you. You give us permission to host, process and transmit Your Content only as needed to run the Service for you, including sending it to the service providers listed in our Privacy Policy. You confirm you have the right to upload Your Content and that it does not include classified information or Controlled Unclassified Information (CUI) that you are not permitted to share with commercial cloud services.
Data security and third parties. We use reasonable safeguards, but we cannot guarantee that Your Content or Your Credentials will never be accessed, disclosed, altered or lost, and once data is sent to a third-party provider (such as an AI provider, a government data source, your email provider or our host) its handling is governed by that provider and is outside our control. You use the Service, and give it data and credentials, at your own risk. Keep your own backups of anything important.
5. Acceptable use
Do not:
- use the Service to submit false or misleading information to any government buyer;
- misrepresent your size, socioeconomic or set-aside status;
- violate procurement integrity rules;
- resell, share or sublicense access;
- scrape, reverse engineer or overload the Service;
- get around usage limits or security controls;
- upload malware;
- use the outreach tools to send spam or messages that break anti-spam laws.
We may suspend or close accounts that break these rules.
6. Our property
The Service, including its software, design, playbooks, templates, logos and the GovProposalPro and Contract Bros names, belongs to us or our licensors. We give you a limited, non-transferable right to use the Service for your own business while your plan is active.
7. Third-party services
The Service relies on other providers for some features: Whop for payments, Render for hosting, Anthropic for AI processing, SAM.gov, USAspending.gov and the Federal Register for public data, Google for business search, GoHighLevel for account email, and, if you connect one, your own email provider. Their availability, terms, data and security may change, and they are not under our control. We are not responsible for third-party sites, services, outages, security incidents or data, including errors in government data sources.
8. Availability and changes
We work to keep the Service available and secure but do not guarantee it will be uninterrupted or error free. We may add, change or remove features. Keep your own copies of important documents; you can export proposals and documents to Word or PDF at any time.
9. Disclaimer
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE". TO THE FULLEST EXTENT ALLOWED BY LAW, WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY AND NON-INFRINGEMENT.
10. Limitation of liability
TO THE FULLEST EXTENT ALLOWED BY LAW, WE ARE NOT LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, LOST CONTRACTS, LOST DATA OR BUSINESS INTERRUPTION. THIS INCLUDES A BID THAT IS REJECTED, FOUND NON-COMPLIANT OR NOT AWARDED, A PRICE THAT TURNS OUT TO BE TOO HIGH OR TOO LOW, AN EMAIL SENT FROM YOUR MAILBOX, AND ANY CHARGES, LOSSES OR DAMAGES FROM DATA OR CREDENTIALS THAT ARE EXPOSED, LEAKED OR MISUSED. OUR TOTAL LIABILITY FOR ANY CLAIM RELATING TO THE SERVICE IS LIMITED TO THE AMOUNT YOU PAID US FOR THE SERVICE IN THE THREE MONTHS BEFORE THE CLAIM.
11. Indemnity
You agree to defend and indemnify us against claims, losses and costs (including reasonable legal fees) arising from Your Content, Your Credentials and the accounts they belong to, emails sent from your mailbox, your submissions to any buyer, or your breach of these Terms or the law.
12. Ending your account
You can stop using the Service at any time and cancel your plan through Whop. We may suspend or end access for breach of these Terms, non-payment, or to protect the Service or other users. Sections 4 (license to us ends, ownership remains), 6, 9, 10, 11 and 13 survive.
13. Governing law and disputes
These Terms are governed by the laws of the State of Ohio, without regard to conflict of law rules. Before filing a claim, you agree to contact us and try to resolve the dispute informally for 30 days.
14. Changes to these Terms
We may update these Terms. If a change is material, we will post the new version here with a new date and, where appropriate, tell you by email or in the app. Continuing to use the Service after a change means you accept it.
